While wages took hold in the larger cities, those in remote regions had little use for money. Therefore, Europeans would demand that workers produce for them. They would remain in their villages and return to their lives once quotas were met, so they were distinct from slaves. Slavery had been outlawed in most of Europe by the second half of the 19th century, so forced labor created a viable alternative.
