While this particular customer is also demonstrating impaired judgment to a degree, his acting a bit crazy in public and removing clothing is a better example of relaxed inhibition. Most intoxicated people do not get quite this wild, but that just means you should be monitoring your customers for both obvious and not so obvious signs of intoxication.
