Administrative adjudication is when a bureaucracy judges individuals who violated bureaucratic rules (such as IRS audits). Interest groups obviously have nothing to do with this process. They do, however, represent people before government institutions, educate policymakers, ensure the government does its job on their issue, and raise awareness about certain issues.
