In the early 19th century, several European nations were still looking to expand their empires and continued looking for resource-rich, comparatively under-developed regions to exploit. President James Monroe declared that the Western Hemisphere would only be the United States’ sphere of interest, forcing the empires to expand elsewhere (eventually in Africa). The document has been invoked several times to limit European influence in Mexico (1865), Latin America (1904, 1911 and 1915), and Cuba during the Cold War (1962). The Monroe Doctrine remains one of the cornerstones of U.S. foreign policy.
