Latest guidance is milk before food after 6 months, till around 10 months. And the whole one food at a time is outdated.

The CDC does not recommend starting cereals first. There is no recommendation on what foods to give in what order. Also the “correct” answer is not clear. I thought the answer was implying that solid foods should be introduced before starting BF. This question is not clear.
