Answer: A - The Department of Housing and Urban Development is one of very few Cabinet departments not to have a significant role in foreign policymaking. While it might be obvious what role Commerce, State, and Defense (the Pentagon) play in foreign policymaking, it may not be obvious how Agriculture is involved.
