Answer: B - There were many qualities of life in the northern and western states that attracted African-Americans, but lower state taxes was not among them. In the South, there still existed rampant racial discrimination, voter disenfranchisement, and threats of racially motivated violence, making northern and western destinations safer than the South. The region also still suffered from low economic diversity. More job opportunities, less poverty, and better schools also lured African-Americans away from the South.
