A delegated power is one that the Constitution does not grant to the president, but that another branch of government gives to the President. As the government became more complex, it became harder for the Congress to develop the budget. So, in the early part of the 20^th century, Congress gave the president the power to propose a budget even though constitutionally that power lies with Congress.
