Answer: A - President Abraham Lincoln issued the second part of the Emancipation Proclamation on January 1, 1863, which is recognized as the beginning of the Reconstruction Era in the United States. Through it, Lincoln freed the slaves in every Confederate state engaged in active rebellion on that date. Though Reconstruction effectively began at different times in each state and didn't get completely underway until the end of the American Civil War, Lincoln began laying the foundation for Reconstruction during his first presidential term.
