Answer - A - The “White Paper” was published by the National Academy of Science - National Research Council. The “White Paper” is technically entitled “Accidental Death and Disability, the Neglected Disease of Modern Society.” This paper focused national attention on the problem of inadequate emergency medical care. It suggested guidelines for developing regional EMS systems, training pre-hospital care providers, and upgrading ambulances and their equipment. This landmark publication set off a series of federal and private funding initiatives.
