Answer: C - Students with disabilities are afforded the right to a free and appropriate education by Section 504 of the Rehabilitation Act of 1973 between the ages of 3 and 21 years. Federal programs such as Head Start were created to locate children in the community who may need special education services in an effort to intervene with the hope to minimize such a need. Justification for such a law is that some students with disabilities could make significant progress toward independence given additional time within the public education system. Federal law also provides additional funding for students with disabilities; this helps to offset some of the costs associated with providing extended services.
